PLANFirst of all, I would get one of the duty vans from the base and take a couple of people from the base that I associate with with me (providing they were still alive, that is), and drive down to the docks. They'd also bring a fair amount of supplies, so we'd probably end up using one van per person (about 5 vans, then). We'd probably pick out something reasonably simple to control, as far as what would be available, anyway (perhaps a destroyer?) and do a quick zed-sweep to make sure there were no undead beasties on board; after we're sure the ship is secure we'd unload our supplies from our vans and get out of there. Then we would go down a little farther along the coast of Virginia and pick up the rest of the party, who would bring supplies as well, INCLUDING DOGS!!!
Why do I see dogs as a necessity? Well, for one thing, their sense of smell. They'd be able to smell a rotting corpse long before a human nose could catch it. And even if they didn't smell the corpses, a dog has better vision at night than a human - not to mention their hearing - and would be able to see the zombie or hear its shuffling steps before anyone else in the group knew the undead beast was there. As a result, in any place we would end up staying for any amount of time, the dogs would be placed along the perimeters of our "camp", and would be not only a line of defense but also an alarm system. For this reason, it wouldn't be a good idea to get too attached to the dogs, just to be on the safe side. If they are bitten, or consume the zombies' flesh, it's likely they'd have to be shot before they turned on everyone else.
Anyway, we'd all be on the ship by that point, which would then be manned by a crew of at least 15 personnel. We would keep the dogs on the quarterdeck for the most part (unless we ran into a storm, in which case they would be safely put away in an empty compartment), and we would have one compartment for food storage, one for ammunition storage, and one for random storage. The sleeping compartments would be shared. Also we would have use of the ship's galley, which is also where the cooking supplies (and perhaps some of the food) would come from.
We would sail to Alcatraz then, at least for a while, and there we would stay for a bit, once we were sure there was nothing else living...or un-living...on it. The cameras would be set at the four main directional points (north, south, etc.), with the fifth directed onto the primary area we'd occupy. The actual hub that the cameras would feed into would be in another area entirely (watch tower), and everyone would take shifts in keeping watch for any sign of an invasion on the island. The dogs would be put at the same locations as the cameras. Before anyone would be allowed to access the island, however, they would be subject to a mandatory full-body inspection for any bites, cuts, etc. that would eventually lead to death and their return as a zombie. At any point, if someone is suspicious enough of another person, he or she would be subjected to another full-body inspection (performed in private, of course -.-
. The dogs would also be regularly inspected for bites and whatnot, and two people would be patrolling the island TOGETHER at all times (again, this would be taken in shifts), with firearms loaded and the safety off. The phrase "shoot to kill" is VERY applicable. They would also have walkie-talkies, with a link back to the watch at the cameras as well as the appointed leader at the campsite. If they are patrolling at night, they would also have use of the night-vision goggles.
Other survivors would be allowed to come to Alcatraz as well, if indeed it did turn out to be a safe haven, but they would also be required to subject themselves to the full-body inspection. Anyone who does not consent to this would be locked in the brig for a week, and if by then they STILL won't subject to it they'd either be shot or sent back to the mainland...whichever they preferred. Anyone caught trying to sneak on, however, would be shot on sight.
